Is it possible to play Pubg on a dual core pc?

The Intel Core i3-4340 is a dual-core processor that ran at 3.6 GHz. For bare minimum performance, the game can run on a lower-end computer. Is this true? You can't run at 30 frames per second at minimum settings.
