The DLC can be downloaded to get Carbuncle in Final Fantasy 7. You'll get the DLC with one of the three editions. Go to System after opening the pause menu. The pause menu can be brought up by hitting the options button. The DLC can be found in the System menu. The DLC menu has Carbuncle in it.
