How do I create a bastion host on AWS?

Creating an EC2 instance on Amazon Web Services is the first step in creating a Bastion Host. The second step is to create a security group for the host that will open up port 22 for SSH. The security groups of the existing instances should be changed so that the Bastion host's IP address is the only one accessible to inboundSSH.
