Mod Points can be earned by completing jobs and activities for jobs such as Javi, Garland or Sargento. Air Lifter mod can be unlocked by completing Sargento's activities. Booster mod can be unlocked if Garland's activities are complete. To get Retractor mod, you have to complete Javi's activities.
