Only 240% completion can unlocked it. Once by finishing the game for the first time, then again on New Game + for the 200%, and then completing the final DLC to make up 40%. You'll get a batsuit if you get through all that, but you'll have to explain the importance to people. The year ended on Dec 23, 2015.
