Is Apb Reloaded a platform?

According to Game N Guide, both the Xbox One and the PS4 ports will be designed for the game. Microsoft and Sony want the ports to be isolated within the consoles for financial gain, whereas Reloaded Games wants APB to be truly cross-platform.
